FRANCE AND ITALY
UNDERTAKING NEEDED. URGENCY OF SITUATION. London, March 22. An understanding between Italy and France may be as urgent to the peace of Europe as an agreement between France and Germany, says the Paris correspondent of the Times. Italy feels slighted because France neglected her in framing her naval policy and underrated her military value.. Italy mistrusts the Franco-Balkan alliances and France’s unrecompensed concessions to Germany. However, Italian and French differences are doctrinal rather than factual, and will approach a settlement as France tends to appreciate Italy’s position. Italy also may be approaching conflicts which may make her regret not cultivating French friendship. Materialists cite the Italian-German rapprochement as short-sighted, but Italy thinks that the German entente will counteract French hegemony as an obstacle to European progress. France considers the rapprochement to be unreal and at the mercy of a Franco-Russian entente, whereas much gain will accrue from a well-founded Franco-Italian understanding.
