The evidence of the ships’ log books does not support the excuses advanced but the authorities seem reluctant to incur the odium of being accused of retaliation. There have been many illegal seizures of Japanese vessels in Kamchatka waters.

Besides the crews of the whalers, stated an earlier message, there were several suspicious persons aboard. They were to be examined by the metropolitan police.
