OPUNAKE HARBOUR

. MEETING OF THE-BOARD. The... monthly meeting of the Opunake Harbour Board was held yesterday, when there were present Messrs. J. A. Pettigrew (chairman), T. P. Hughson senr., D. Mourie, J. S. Hickey, R, C, Watson, W. A. Sheet and G. Prosser. The Harbours Association of New Zealand notified that despite opposition by the association, evidence being given among others on its behalf by Messrs C. E. Bellringer (chairman of the New Plymouth Harbour Board) and S. G. Smith, M.P., ■ legislation was passed repealing section 37 of the National Expenditure. Adjustment Act. As- a result, from the date of the amending act certain adjustments might have to be made, to some ground rentals. A legal opinion forwarded with the letter showed that in the case of a lease entered Into on January 1, 1930, or within a period of five years immediately preceding that date the standard reduction of rent provided was 20 per cent. That was the period when rents were highest and therefore rents fixed during that period - should be given the full 20 per cent, reduction. Each board should consult its own solicitor where reductions ' of rent were claimed in respect of leases entered into before January 1, 1925, or after January 1, 1930. The chairman said the effect was that the rental of leases granted during the give year period subsequent to 1925, . even though based on 5 per cent, or less of the unimproved value, were now subject to a reduction of rent from which previously they were exempt. Mr. Hughson pointed out that the majority of the board’s leases.were granted prior to 1925. The Prime Minister,- the Rt. Hon. G. W. Forbes, notified that the resolution forwarded by the board regarding the difficulty experienced by local bodies in meeting interest payments on all loans raised at a high rate of interest had been noted for consideration.

In view of the necessity for bringing the arrears of work up to date the board decided to pay half the salary of the assistant clerk till May 1 next.
