VALIDATION OF PAYMENTS
CLAUSES IN WASHING-UP BILL.
TARANAKI CASES MENTIONED.

Payment by the Te Ngutu o Te Manu Domain Board to Mr. J. C. Barclay, a member of the board, is validated in the Lands. Washing-up Bill, which was introduced in the House to-day. The Domain Board purchased certain goods for the improvement and maintenance of the domain from Mr. Barclay, who besides being a member of the board is also a local storekeeper. Unfortunately, owing to a misunderstanding, the secretary pf the board omitted to make an application to the Audit Office under Section 99 of the Public Reserves, Domains and National Parks Act for authority to make the payment prior to the carrying out of the contract, and legislation is therefore necessary to validate the matter. The goods were supplied by Mr. Barclay in good faith and the price charged was held to be a fair and reasonable one. The Bill also validates a loan of £725 raised by the Clifton County Council on the security of a special rate of one penny in the pound over the Mohakatino special rating area.
Payment of honoraria totalling £3O to the chairman of the Oaonui Irrigation Board is validated by another clause of the Bill.
