NEW SOUTH WALES SCHEME. APPROVAL THE CABINET. By Telegraph— Assn.—-Copyright. Sydney, July 27. A scheme for the reform of the Legislative Council has been agreed to by Cabinet. If the Bill passes both the present Houses and is accepted at a referendum, the present Upper House will go completely. The scheme includes the following principles for an elective Upper House: Membership not to exceed 45; method of election to be on the adult franchise; members to retire in batches, probably a third at a time; tenure of office to be six years.
