MR. BALDWIN URGES CAUTION.

London, April 15. In a speech at Llandudno, Mr. Stanley Baldwin referred to the introduction of foreign factories, and said that foreign workmen brought in to teach Britons unfamiliar processes must be licensed by the Government. It was desirable to introduce new Industries, or those technically more perfect than the British, but they should not be encouraged if they were merely industries in which Britons .were unemployed or in which they did not need help.
