DISARMAMENT DECISION
BAN UPON CERTAIN WEAPONS PROVISION FOR ALTERNATIVE, INTERNATIONALISED CONTROL, ■ ■ ENTHUSIASTIC ACCEPTANCE. By Telegraph—Press Assn.—Copyright. Geneva, April 27. As a mollifying gesture towards France Sir John Simon proposed an amendment to M. Titulasco’s motion. Sixteen countries had supported Sir John Simon’s proposal calling for the prohibition of certain instruments of war, but on Thursday night M. Titulesco, Roumania, presented a counter motion in the name of 14 countries, which are unspecified but are understood to include France, which, while favouring the principles of qualita* five reductions of aggressive armaments, advocated that the question whether these should be abolished or placed at the service of the League should be discussed. Sir John Simon’s new proposal was to provide that “the possession or use of certain types of armaments should be prohibited to any State, or.be internationalised through an international convention.” This amendment was carried with great applause. Sir John Simon explained his resolution, which he' proposed in the following form: "In seeking .to apply the principle of qualitative disarmament the range of land, sea and air armaments should be examined by special committees with a view to selecting those weapons whose character are mrwt specifically offensive and threatening to civilians or most efficacious against national defence.”
