BRITAIN NOT FOLLOWING ONLY ASSURANCE REQUESTED CHINESE NOT IMPRESSED ACTION THOUGHT TOO LATE By Telegraph—Press Assn. —Copyright. London, Jan. 9. The British Government has decided that it is unnecessary to follow the lead of the United States and despatch a Note to Japan, but the'Japanese Ambassador at London has been requested to confirm Japan’s assurances to ’Britain regarding the “open door” policy. A (Pekin message states that intelligent Chinese there speak of Mr. H. L. ■Stimson’s Note as of the “head of * dragon, but the tail of a rat.” They point out that such an action might have had an important effect three months ago, but it is hardly likely under the present circumstances to have much effect.
