CONSTITUTION FOR BURMA
ATTITUDE OF SHAN STATES. PROPOSALS FOR LEGISLATURE. British Official Wireless. Recd. 5.5 p.m. Rugby, Dec. 7. In committee at the Burma roundtable conference to-day the Sawpwa of Hsipaw on Ibehalf of the rulers of the Shan States advocated their maintenance as a separate entity, and after discussion it was decided to postpone a decision and proceed for the present on the assumption that the Shan States did not want representatives in the new legislature. The committee considered the question of a second chamber, in favour of which opinion was unanimous. A majority was against equal power with the lower chamber in financial matters but agreed that the upper chamber should be able to check rash legislation. To-morrow the committee will consider the method of election to the second chamber and the qualifications of voters and candidates. In the House of Commons Sir Samuel Hoare stated that th© general improvement in the situation in Burma continued.
