OPTIMISM OF LORD PEEL

FEDERAL INDIA FINANCE CRITICISM DEPRECATES A SUBJECT FOR EXPERTS WORK FOR A FEW MONTHS British Official Wireless. Rec. 5.5 p.m. Rugby, Oct. 15. When the Federal Structure. Committee of the Indian Round Table Conference, resumed the discussion on the finance committee’s report Lord Peel, chairman of the sub-committee, said the speeches indicated general assent to the principled in , the report. Criticism was perhaps inevitable owing to the complicated nature of the material before the sub-committee, but he reminded them that the report was the result of a compromise, in ■which no aids carried out in full its own ideas. As to any anxiety there might be as to considerable delay, he thought the length of time that the expert committee would take t® complete its inquiries had been exaggerated, as had also the extent of the tasks with which the experts would have to deal. Ha hoped they would agree to the setting -up of the expert committee, which was needed to work out exact calculations in .the figures that arose from the acceptance of th® * principles in the report. ... The Federal Government would hsv« such an immense amount of work before it that it would be grateful if .as many of these questions as posable could be decided beforehand. Three or four months devoted to the work of the expert committee would certainly not be wasted, for it would fill in further details of the scheme and A increase confidence. He strongly urged Mr. Gandhi not to presS for further investigations by the sub-committee, which might run the risk of breaking up the compromise reached after very careful discussion and a great deal of give and take. It is hoped to complete .the discussion on the sub-committee’s report to-motrow morning and to devote Monday to conaderation of the Federal Court proposal.
