SIR JAMES PARR SWORN IN EXPLANATION BY MR. MASTERS. JUDICIAL PROCEEDINGS BILL. DEFEAT BY 21 TO THREE. l»y Telegraph—Presu Association. Wellington, Last Night. The new Leader of the Legislative Coqncil, Sir James Parr, wsp sworn in to-day and took lite seat. Sir Francis Bell as one of the predecessors of Sir James offered his congratulations and those of his colleagues. It was a pleasure, he said, to welcome a man with such a distinguished career. The Hou. R. Alasters also welcomed Sir James. He said he was sure Sir James would discharge his new duties with the credit and dignity expected in the Council. So far as his o,wn position was concerned, Air. Alasters sajd the appointment of Sir James Purr had been made at hte , request. He thanked the members of the Council for the assistance they had given him. Replying, Sir James Parr said he hoped to have the Assistance of members in carrying out ' his duties. He was one of' those who believed the second Chamber was an important part of any parliamentary system. He was sure tfiat before long New Zealand would again be in thq front row economically. . • . Referring to the impending British election Sir James said he was surp the common-sense of the English people would result in the right t)ung being done in the interests of tiie Empire.
