LITTLE EFFECT ON MARKETS. By Telegraph—Press Assn.—Copyright. Rec. 10.30 p.m. New York, Aug. 24. The Secretary of the Treasury, Mr. A. W. Mellon, arrived to-day and immediately went into conference with Governor Harrison of the Federal Reserve Bank. It is generally believed the conference concerns the British financial crisis. It is also reported that the most prominent bankers in the country were called in during the day to discuss the extension of further credits to the Bank of England. The presence of Sir Montagu Norman, Governor of the Bank of England, in Quebec gave further substance to these reports,
