REMITS TO BE DISCUSSED MATTERS OF VITAL IMPORTANCE. • RADICAL-MOVE BY MANGATOKI. - This years conference of the National' Dairy Association at New Plymouth is. ot vital importance to the industry owing to important problems that are being brought forward for discussion. Prom-, inent amongst the proposals are suggestions from, the Mangatoki Co-operative Dairy Factory Company., South Taranaki, for drastic changes in the administration of the industry. . The remits foj; discussion are as fol-; low: — 1. From the. Mangatoki Co-op. Dairy Company, Limited. (a) “That thia Conference expresses its dissatisfaction .with the present methods d'f administration of the dairyino- industry, and considers past administration has been ineffective, failing to provide a truly authoritative head, representative of the industry, charged. with the responsibility of directing and governing the industry in its internal as •well as its export affairs. (b) “That in the opinion of this Conference there is urgent need for a change in the methods of administration and conduct of the internal policy of the industry. _ • (c) “ That uncertainties of policy, particularly in regard to promotion of quality, have revealed the weaxiiesses in the present administration, and have resulted in loss of goodwill with the buyers and consumers of New Zealand dairy produce. . (d) “That better co-ordination or the various service units within the industry is necessary to its welfare. (c) “That the effective administration of the industry involves the exercise of authority and a degree of discipline which can only be applied oy a board or organisation elected by the producers, and set up as the head of tin industry with powers to guide and control m all matters relating to internal as well as export policy. (f) “That to give effect to the ioreeoing proposals the Dairy Produce Board in its present form, or reconstituted, should be made the head of the industry with the extended powers, and charged with the responsibility for administration as indicated. (<r) “That in order to further the proposals set forth above, a committee be appointed from the Conference to brim down in detail an administrative plan”for the industry, the report of the committee to bo dealt with before the conclusion of the Conference. . 2. From the Kairanga Co-op. Dairy Company, Limited. “That as the New Zealand Dairy 1 reduce Board possesses the statutory power to collect a levy on dairy produce exports, that Board be requested to hold an annual meeting, such meeting to be held in conjunction with the National Dairy Conference, in order that the representatives of the dairy industi y may have opportunity to discuss with the Board members matters of mutual interest.” . 3. From the_.Blenheim Co-op. Dany Factorv Company, Limited. “That the' Control Board’s personnel be reduced to six members, four in the North and two in the South, and that; the Government nominees be dispensed with, also the merchants’ representatve.” 4. From the Taihape Co-op. Dairy Co., Limited. . “ That the personnel of the N.Z. Dairy Produce Board be composed, only of representatives who are dairy farmers. 5. From the Tui Co-op. Dairy Company Limited. , 7 . x , “That a vote of the producers be, taken on the question a- to whether the producers are in favour of the retention or disbanding of th.s N.Z. Dairy Produce Control Board.” BRANDS AND MARKINGS. 6. From the Cardiff Co-op. Dairy Co., Limited. . , (a) “Thqt this Conference advocate? abolition of National Brand as far cheese is concerned, so as to permit the return of the use of individual brands. (b) “That 'he grading marks be left off cheese crates.” . ' 7. 'From the T. L. Joll Co-op. Dairy Company, Limited. “That the present system of consigning all export dairy produce under one brand be abolished, and that Dairy Companies be allowed to ship pioduce ill future under their own individual brands.” . 8. From tile Bainesse Co-op. Daily Company, Limited. “ That the FERNLEAF brand be deleted from the cheese crates and the individual factory brands reinstated.’ GRADING STANDARDS. 9. From the Wairarapa Federated Dairies’ Association. _ “That in the opinion of this National Dairy Conference three grades, in cheese are not required, and are detrimental to the marketing of New Zealand cheese. It is resolved that either FINEST or FIRST grade be deleted, and further, that a committee be set up to confer with tho Dairy Division in framing the necessary regulations.” ° STANDARDISED CHEESE. 10. From the Ngaere Co-op. Dairy Factory Company, Limited. “ That the industry revert to the manufacture of FULL CREAM cheese only, and that the export of cheese fiom milk from which any portion of the butter-fat has been extracted be prohibited.” WAXING OF CHEESE. 11. From the Ngaere Co-op. Dairy Factory Company, Limited. “That in the interests of the cheese industry tho waxing of cheese should be abolished.” ■ LOCAL BUTTER MARKET. 12. From the South Auckland Dairy Association. “That the Sinclair Scheme for the stabilisation of butter prices in New Zealand be adopted.” 13. From the Tc Aroha-Thames Valley Co-op. Dairy Company, Limited. “That the Government be asked to brim, down legislation empowering some responsible body to fix selling commissions and generally to regulate the vending of butters on our local markets. ’ CREAM ’ GRADNG. 14. From the Rongotea Co-op. Dairy Company, Limited. “That clause 22 of the Regulations under the Dairy Industry Act, relating to under standard cream, be amended by the addition of the following words:— ‘Provided that such penally shall, not apply when cream supplied shall have been under standard for one testing period only in each month, as defined in clause 87 of these Regulations.’” MARGARINE. 15. INDUSTRIAL AWARDS. 16. From the Tararua Co-op. Dairy Company, Limited. “That this Conference is firmly of opinion that the primary industries of the Dominion should be exempt from the operation of the Industrial Conciliation and Arbitration Act.” tariffs. 17. From the Morrinsville Co-op. Dairy Company, Limited. “That this Conference views with concern the apparent loss to the Dominion of the Canadian dairy trade, and strongly urges the Government to endeavour to conclude a trade agreement to provide for the easy entry to the Sister Dominion of New Zealand dairy products.” EMPIRE MARKETING BOARD. 18. From the Morrinsville Co-op. Dairy Company, Limited. “That this Conference- forwards a letter of thanks and appreciation through the proper channels to the Empire Marketing Board of Britain for its valuable assistance in furthering the sale ot Empire products, particularly New Zealand butter and cheese, and also for the Board’s various grants to reseach in the industry.” FINANCE. 19. From the Blenheim Co-op. Dairy Factory Company, Limited. “That in order to cheapen required capital for farming and industrial purposes, this Conference is of opinion that the Government should immediately cease paying per cent, for local money, •reducing it to 4J per cent.” EMBARGO ON IMPORTED STOCK. 20. From the Kaitaia Co-op. Dairy Factory Company, Limited. “ That this Conference views with alarm the decision of the Government to remove the embargo on the importation of stock from countries which have been infected with foot and mouth disease, and that it be strongly urged on the Government to reinstate the regulations debarring the importation of stock from such countries.” MUTUAL INSURANCE. 21. From the Kaupokonui Co-op. Dairy Factory Company, Limited. “That it be a recommendation from this Conference that the Control Board investigate the possibilities of a scheme on lines similar to that commenced and now being carried on successfully by the Taranaki Farmers’ Mutual Insurance Company, whereby the dairy industry would provide the cover for its own dairy produce.” - J PIG GRADING. 22.
