FINANCE BILL PASSED
DEBATE IN UPPER HOUSE. QUESTION OF LEGALITY RAISED. By Telegraph.—Press Association. Wellington, April 27. Sir Thomas Sidey in the Legislative Council moved the second reading of Finance Bill No. 2. The Hon. J. A. Hanan said that there were several dangerous precedents in the Bill, but owing to the serious position of the finances they were forced to support it. The financial position was due to the extravagances of the past. Sir Frances Bell asked the leader, oi the House to look into the question whether the Government could legally take a portion of the funds of the Government Life Insurance Department. Sir Thomas Sidey said that he was prepared to do what Sir Frances Bell asked. Referring to the post office fund lie said that there was no intention of the Government to depart from the present system of setting aside certain amounts each year for depreciation and renewals. The Bill was read a second time, put through the remaining stages and passed. The council adjourned until 10.30 a.m. to-morrow. ,
