GIGANTIC FRAUD ALLEGED
WARRANT ISSUED IN CANADA PLOT TO SCOOP 1,500,000 DOLLARS. FAKED “MANCHESTER HANDICAP.” By Telegraph—Press Assn.—Copyright. Rec. 5.5 p.m. Vancouver, April 24. A warrant has been issued at Victoria. for the arrest of Arthur English. Claiming to be a former Australian News writer, lie is charged with a plot to defraud the public through a 1,500,000 dollars alleged sweep on the next Manchester Handicap under the guise of charity. A police raid on his office disclosed thousands of tickets, all of which were to have been sold in the United States as a Canadian national handicap at four dollars each. English disappeared a week ago leaving his rent and his stenographer unpaid.
