China, but I don’t know whether all the promises will be kept,” said the secretary of CTina’s delegation. His doubts were justified for China received 37 votes, falling short of a twothirds majority necessary to secure readmission to the council. Guatemala, Norway and the Irish Free State were elected to the council.
