COMPENSATION PROPOSALS .BILL IN HOUSE OF COMMONS X UNEMPLOYMENT FINANCES By Telegraph—-Pres» Assn.—Copyright. Rec. 7.40 p.m. London, July 23, A Bill providing for the payment of compensation for the loss of employment was introduced in the House of Commons to-day hy Mr. Latham, a Labour member. He said the Bill would apply to non-manual workers .such as clerks, professional and semi-profession-al workers who were deprived of employment on account of some act by their employers. The Bill would cover journalists, of whom 600 were affected by the recent combination between the Chronicle and the News. The compensation proposed consisted of one-twelfth of their remuneration for each complete year of service. The Bill was read a first time. The debate was continued on the second reading of the Bill raising the borrowing powers under the unemployment insurance system to £60,000,000. The Minister of Labour, Mies Margaret Bondfield, estimated 173,000 persons were added to tho benefits as a result of the recent legislation. Mr. 11. Graham White said the country already had spent £500,000,000 on unemployment. The closure was carried by 273 votes to 101 and the Bill was read a second, time.
