When Lord Ponsonby, for the Government, moved the second reading of the Overseas Trade Bill, extending the time for Government guarantees upon exports, Viscount Brentford, a Conservative ex-Minister, criticised the decision of the Government to extend the operations of the system to trade with Russia. He said Russia already owed Britain vast sums of money and yet The Government was guaranteeing Russian bills. Lord Ponsonby said the question of repayment of pre-war debts and should be kept entirely separate from" the arrangement of export credits between Great Britain and Russia.
