London, Jan. 30 Satisfaction in trade union circles that Mr. Ramsay MacDonald has j£Omised to introduce a Trade Disputes Bill this session is tempered by the absence of a pledge to secure its passage soon, as the recognised Government piogramme is overloaded. The General Council of Die Trade Union Congress has mad© representations to the Premier ineisting on the fulfilment of . his pledges. It is known that on© of the Bill s main provisions will deal with a political levy to restore contracting out for contracting in. The Liberals as well as the Conservatives are expected to oppose the change. Th© Government realises th©, question will easily provoke th© crisis it is most anxious to avoid.
