AFRICAN BY-ELECTIONS
NOTABLY NARROW MAJORITIES. By Telegraph—-Press Assn. —Copyright. Rec. 9 p.rn. Capetown,' Jan. 24. A by-election for Bet-hal owing to Mr. Trelman Roos' appointment to the Bench resulted in the South African ’Party gaining the seat by a majority of 50 votes. At the general-election the Nationalists’-major-ity was 107. The campaign was largely a personal duel between Mr. O. Pirow, who succeeds Mr. Roos as Minister of Justice, and Mr. J. H. Hofmeyr, who is regarded as a brilliant star in .the South African Party firmament but who is still a man of mystery. In the by-election at Stellenbosch the Nationalist retained the seat but his'major 2 ity was reduced from 250 to 14. Speaking in the Assembly to-day General Hertzog declared his -conviction that the South-West African mandated territory would ultimately be incorporated in the Union, the mandate ceasing.
