PROHIBITION ENFORCEMENT
DRASTIC CHANGES EXPECTED. Rec- 12.15 p.m. Washington, Dec. 20. Drastic changes, at least in tho method, in tho enforcement of prohibition appear to bo impending as the result of tho recent discussion of the question wherein pro-minent-Senatorial figures have covertly attacked or defended President Hoover’s attitude. Tho situation was intensified to-night, when Senator Borah, an ardent "dry” advocate, brushed aside fellow prohibitionists who would silence his "nagging criticism” of the administration and declared that "practically open saloons are running in the jurisdiction of the district attorney throughout the country.” The statement was particularly aimed against Senator Jones, who urged that the President be supported at a crucial stage of his enforcement policy. This referred to Mr. Hoover’s law enforcement commission, whoso report is impending and which, it is rumoured, will advocate basic changes in the prohibition enforcement organisation. ,
Meantime the Department of Justice has taken far-reaching steps to prevent nolle prosequi in prohibition prosecutions without tho department’s specific consent. Tho association against prohibition announced that the nation’s drink bill is 2,500,000,000 dollars, despite prohibition.
