Recently the rider of a motor-cycle who was charged, before justices of the peace at Lower Hutt, with being drunk while in charge of the vehicle, was merely fined £2, his license being neither cancelled nor endorsed. At about the same time a Lower Hutt motorist was charged with a similar breach in Auckland, and in this case a fine of £5O was inflicted and the license was cancelled, and returned to the Lower Hutt borough officials, who had issued it. The cases were brought before the Lower Hutt Borough Council by the By-laws Committee, and it was decided to ask the Minister of Justice whether he did not consider the punishment in the first case inadequate. • •
