SOVIET APPROVES PROTOCOL. (British Official Wireless.) Rugby, Oct. 12. The Norwegian representative at Moscow has been notified by the Soviet Commissary of Foreign Affairs for the information of the British Government that the protocol signed in London by Mr. A. Henderson, British Foreign Secretary, and M. Dovgalevsky, the Soviet envoy, regarding the procedure for the resumption of Anglo-Russian relations has been approved by the Council of the Soviet Union of the People’s Commissaries.
