ENVOYS REACH AGREEMENT "A SURRENDER TO MOSCOW” HOSTILE PRESS COMMENT (British Official Wireless)/ Rugby, Get. 1. Conversations between Mr, A. Henderson,. Foreign Secretary, and Dovgalevsky, the Soviet envoy, were continued this morning at a hotel at Lewes. Mr. Henderson has . announced .an agreement with Dovgalevsky for the procedure on the resumption of diplomatic relations for the settlement of outstanding' : questions, as well as an agreement regarding "propaganda. He said that when Parliament met. it "would ask for an exchange of ambassadors and a commission would coni© to London representative of the Russian people and Government. Tho Minister added: "1. believe the ultimate result of tho whole thing will be that relationship between two great peoples will' be established, satisfactorily I. hope, and on a permanent basis.” Criticism of the agreement centres on tho fact that subject to Parliament’s approval .restoration of full diplomatic relations is to follow without any of the conditions-.on which Mr. Henderson at first insisted. “It is a surrender •to Moscow,” says .the Morning Post, which points out the questions of debts and propaganda arc not to precede recognition but to come afterwards. “Thus the only guarantee of satisfactory settlement is abandoned.” The Daily Telegraph says Mr. Henderson has 1 hopelessly blackened the Government’s hitherto creditable diplomatic record. It is probable the nation will shortly rue the step now taken and it is certain the Government will.
