NEGOTIATIONS PROGRESS ARCOS COMES BACK TO CITY FORECAST RAPPROACHMENT By Telegraph—Press Assn. —Copyright. Australian Press Association. Received Sept. 29, 5.5 p.m. London, Sept. 28. It is announced that Messrs. Henderson and Dovgalevsky have agreed to the list of subjects for negotiation on the resumption of diplomatic relations. That a large Union Jack was fluttering in the breeze over Bush House this morning seems thoroughly innocent. Its peculiar significance lies in the proceedings below where a lively, though unbellieose Russian revolution is occurring. This is Arcos, the great Russian trading concern, re-invading London. They have taken six floors in the new Bush House wing adjoining Australia House, and dozens of the staff are carrying papers and other office articles into the corridors and the rooms while others are bringing in five tons of elaborate furniture. J Arcos is returning, presumably, with the proposed resumption of Ahglo-Rus-sian diplomatic relations and record the fact by an elaborate indicator board on the ground floor showing they will occupy twenty-two departments involving all Arcos interests being centralised instead of being spread out over the city as hitherto.
