“GREAT PROBLEM OF AGE” EFFICIENCY AND DEMOCRACY ONE LAW FOR ALL NATIONS By Telegraph—Press Assn. —Copyright. Australian Press Association. United Service. Ottawa, Sept. 27. ‘‘The greatest problem facing the age is the reconciliation of an efficient Government with the liberty of the individual. The British Empire is, I hope, on the way to lead the world in his respect.” This statement was made by the Rt. Rev. F. T. Woods, Bishop of Winchester, in an address to-day to the Canadian Club at Victoria. The bishop based his prediction on Britain’s stand for liberty throughout the ages and ingrown respect for law. The highest object to be sought was one law by which justice, fellowship, and peace would be recognised by all nations. Of course, all nations sought to retain their rights and sovereignty, but they could not retain complete sovereignty when they acknowledged one law in the international law of peace. They should be prepared to surrender whatever needs to be surrendered of their fullest liberty to gain that end. The British Empire furnished to the world an example of how each of the individual units could retain the rights of sovereignty, yet combined into one great commonwealth. The sacrifices of peace were nothing compared to the sacrifices of war.
