NATIONALIST CONSTITUTION. By Telegraph—Press Assn. —Copyright. Australian Press Association. Shanghai, Oct. 4, The future system of government of Nationalist China is announced by Nanking, following prolonged conferences. The chairman will bo head of the Government with a committee of 15. The ehairman will be concurrently Commander-in-Chief of the army, navy and air forces. Five councils _ will be appointed, legislative, administrative, judicial, supervisory, and central political. Each chairman will be assisted by a deputy, and each council will be subdivided. Chiang-Kaishek, Huhan-Ming, Wang-Chung-Hui, Sunfo and Li-sliih-Tseng are among the prominent Kuomintang officials appointed to study the new system and report on its suitability for modern China.
