PROTESTS FROM DEMOCRATS. MINISTER’S RESTRICTING DECREE. By Telegraph—Press Assn.—Copyright. Received October 5, 8.30 p.m. Berlin, Oct. 4. Democratic newspapers have been protesting against monarchial demonstrations among naval officers. Prince Henry called for "Three-cheers for the Kaiser” at the opening of the yacht club and all the officers cheered enthusiastically. The Minister of Defence, Herr Greener, issued a decree to-day ordering all members of the Reichswehr and the nav,y to quit any function at which the ex-Kaiser or any former puling prince is toasted or anti-Republican demonstration is made.
