The question whether a horse and cart is “an encumbrance” under Section 3D of the Police Offences Act had to be decided by Mr. J. L. Stout, S.M., in the Palmerston North Court. Section 3D refers to trucks, wheel-barrows and the like and counsel defending a charge against W. G. Snelling, farmer, of Ashhurst, that he encumbered a public place with a horse and cart, contended that a horse and cart by no stretch of imagination could be likened to a truck of wheelbarrow, which were vehicles to be pushed. The magistrate agreed that defendant had been charged under the wrong section and dismissed the information. The necessity for co-operation and sympathy between commercial and fc.rming interests for the success of the Dominion was stressed by Sir Geo. Fowlds in an address on “Scientific Agricultural Education,” given at a luncheon of the Auckland Chamber of Commerce. Sir George said all business men should take the keenest interest in anything pertaining to agriculture, because the land and its products were the backbone of the country. They should, demonstrate their interest in a very definite manner. He could picture no greater disaster than opposition or antagonism of one section toward the other. Business men should manifest sympathetic interest in all problems affecting country districts and farming. The northern tour of the Taranaki Rugby team was carried through by a White Star bus and two cars of Gibson’s, Ltd , no hitch occurring at any stage.
