SPEAKER OF COMMONS
CHANCE OCCURS THIS WEEK INTERESTING RITUAL. RETIREMENT OF MR. WHITLEY. (British Official Wireless.) Rugby, Juno 17. Received June 18, 5.5 p.m. The change of Speakers in the House of Commons, which occurs this week, is accompanied by an interesting ritual. After questions to-morrow the Speaker, the Rt. Hon. J. 11. Whitley, will officially notify the House of his intention to retire at the end of Tuesday night's sitting. The Prime Minister will thereupon give notice of resolutions expressing the House’s appreciation of his services and asking the King to confer “some signal mark of his Royal favour” on him. These resolutions will be moved after rpiestion time on Tuesday, and at the close of Tuesday’s sitting members <t: the House, headed by the Prime Minister and the principal officials, will file past the Chair and bid farewell to the Speaker. On Wednesday Captain Fitzroy, at present Deputy-Chairman of Committees, will be elected the new Speaker. The resolution will be proposed by a Conservative member, Sir Robert Sanders, who was himself at one time considered a possible candidate, and will be seconded by a Labour member, the Rt. Hon. C. W. Bowerman. The vote will probably be unanimous. The House will adjourn immediately afterwards with the summoning of the Commons to the House of Lords by Black Rod for the King’s approval of the appointment to be signified.
Mr. Whitley has been Speaker of the House of Commons since 1921. He was Deputy-Speaker and Chairman of Committees from 1911 to 1921, a post in which he won a high reputation by his tact, his enormous acquaintance with rules and procedure, and a pleasant vein of dry humour. Captain the Rt. Hon. E. A. Fitzroy, who has been Deputy-Chairman of Committees since 1922, is the son of the third Baron Southampton. He is 59 years of age. He served in the European War, 1914-18, and was wounded at the first Battle of Ypres. Except for the four years 1906-10 he has been a member of the House of Commons since 1900.
