DISARMAMENT PROPOSAL. DOUBLE DEALING BY SOVIET. London, March 5. Utterances by responsible members of the Soviet dispel the idea that the Soviet’s disarmament proposal made at Geneva is designed for any purpose but Bolshevik agitation. Indeed it is being used to create military enthusiasm throughout Russia, and to stimulate the Red Army’s fighting spirit, says the Riga correspondent of the Times. The text of the proposals, which is being distributed in all channels, is accompanied by comments pointing out that the Soviet knows the document : s futile as far as disarmament is concerned.

The accompanying note says that already it is certain that all bourgeois Governments will spurn the project, which is useful because it will unmask the hypocritical politicians at Geneva and will convince the masses throughout the world that the bourgeois States forced the Soviet to maintain and develop a huge army, thus demonstrating the necessity for every Russian, man. woman and child, to learn '. o shoot straight and serve in some military capacity so as to protect not only the Soviet, but the oppressed world's toilers.
