ELECTORAL BOUNDARIES.

All things considered, there will be general agreement with the contention of the Hon. A. D. McLeod that the work of the Electoral Boundary Commission has been wjl carried out. The presentation of the latest report of the commission to Parliament opened the way to some criticism of the manner in which the boundaries of e.ectorates have been arrived at, but these were usually of a local character. It was not surprising perhaps, that the Minister whose electorate will bo incorporated with another Parliamentary division in the next election should voice the opinion that rectification of electoral boundaries v. as being carried out too frequently. Whether Mr. Nosworthy’s opinion is sound or otherwise had nothing to do with the commissioners. Their work is defined by Statute, though in regard to detail they have a free hand. It is admittedly a difficult task they have to accomplish. They must preserve the proportion of representation as laid down by Act of Parliament ar-' at the same time preserve so far as possible the community of interest which is so desirable in an electorate. That anomalies occur in such circumstances is not surprising. The fact that they are not more frequent is a tribute to the care and commonsense which has been exercised by the commissioners. If the system of representation is to be altered it is manifestly a matter that must be dealt with in Parliament, and by a Ministry which has received a mandate from the electors to make such an alteration.
