The Daily Chronicle’s Budapest correspondent reports remarkable scenes at the opening of the new Hungarian Parliament. The Hungarian flag was flown at half-mast, and members of both Houses wore black arm bands as a sign of mourning for Hungary’s lost territories. The Lower House was elected on an amazing system of franchise. Out of 246 constituencies, 199 voted by open ballot. The freedom of the remaining 47 constituencies in the towns was largely nullified by the fact that every nomination paper had to be signed by 10 per cent, of the voters. The peasants, voting in open ballot, were afraid to offend their masters, and a half guinea gratuity, paid out of the taxes, was freely offered to anyone who voted for a Government candidate. In some cases Opposition candidates were arrested “in error,” and were imprisoned until the election was over. Parliament therefore represents the medieval nobility.
