Mr. Philip Snowden, in articles in the London Weekly, says that he cannot envisage a plan whereby the Dominions ean be autonomous in the control of external matters, since a common Empire policy is essential. He doe? not see how the makeshift of the Imperial Conference ean be permanently workable. “If an Imperial Council is impossible,” he says, “proper consultation is equally so, since it cannot be conducted by cable or dispatch in half a dozen different States simultaneously. The Dominions have the option of appointing diplomatic representatives abroad, which entails the right to make separate treaties. Common agreement on this print is almost unattainable. The new arrangement appears to have multiplied the difficulties sixfold.”
