American co-operation was also essential, but pending the ratification of the debt settlement, this was doubtful, as even a Franco-German loan would be regarded with misgivings. The complete reconciliation of France and Germany was only possible by absolute liberation of the occupied territories. Nevertheless the important fact remained that negotiations had taken place at Thory.
