The Riga correspondent of The Times says the latest anti-British canard invented and circulated by Moscow is an alleged British Government scheme to overthrow the Soviet regime. According to the Soviet press the British made overtures to Latvina, Poland and Esthonla, inviting their participation in a military campaign against Moscow while the British fleet occupied the Baltic ports. Responsible Soviet officials insist that the report is. correct. M. Fruinze (War Commissar), addressing Red troops, said: “Be ready for an open declaration of war by the British, because it is impossible to doubt that preparations for an attack are being made.”
