Cerutti) states that the discussion with the Chinese delegates, beginning on July 6, would be strictly limited to a settlement of the -Shanghai affair. Other questions which the Chinese Government desired to discuss will require a further conference. The Japanese newspaper Standard publishes a translation ol a speech by Feng-Ruh-Siang, described as a Christian general, in which he said: “To the list of the Shanghai, and Hangkow tragedies is now added the Shameen massacre. This exhausts our patience. Whatever the attitude of the others, 1 want war. I am commander-in-chief of the people’s army, and my troops, who are sworn to death for their country, cannot ignore it. “We are forced to the wall and have no choice. We must fight out the issue along the road of blood. Otherwise there will be no chance for China or humanity. This is why the army is ! prepared to fight so that justice and humanity may prevail in this world. “I pray that war may come early so that I may die for the salvation of China. It is far better to die than to live as the slaves of our enemies. Let us prepare for the eoming struggle and make the first move, and the rest will follow. Chinese treaty Powers, including the Chinese, to discuss the whole question of the revision of extra-territorial treaties, Mr. Austen Chamberlain (Foreign Secretary) made it clear that the Government Is not only unable to consider . such questions until China has established a Government capable of restoring law, order and respect for' the treaties, but even a tariff conference under the Washington decisions cannot be held under circumstances in which it might be exposed to anti-foreign demonstrations.
