The Rome correspondent of the Daily Telegraph states that the report of the commission on constitutional reform, which the Premier (Signor Mussolini) appointed six months ago, proposes startling changes in the composition of Parliament. It is proposed that the State be organised on a general corporation plan, all citizens belonging compulsorily to one of three State corporations, viz., agriculture. industry and commerce, or the learned professions. These national corporations will be divided into subordinate provincial local corporations, whose directors will be chosen by syndicates representing the local corporations, the provincial directors electing the national delegates. The corporation will regulate for the benefit of members all economic questions, and have large powers for improving the methods of production. Only half the Chamber will be directly elected by the constituencies. The other half will consist of delegates from the national corporations. The syndicates inside the various corporations who elect the directors must prove their active nationalist principles, and Socialist syndicates will not be granted chartera. The executive authority of the State will be considerably strengthened. It has not yet been decided how the new constitution will be voted or established.
