NEW PREMIER PREDICTED. By Telegraph—Press Aasn.—Copyright. Peking, Nov. 21. The Legations have been informed that Tuan-Chi--Qin will probably arrive in Peking on November 26, whereupon the Provisional Cabinet will hand over office to Tuan, the latter taking the post of Premier and assuming the functions of President pending the election of a permanent chief of the executive. A report from Hankow states that the Norwegian Mission at Ande has been captured by bandits.
