Whether the Volstead Act and the eighteenth ametidiment apply jointly or separately to the Philippines is a question the Federal Courts must pass judgment upon. The Philippines Justice Department is of opinion that, neither applies to the Islands, while Washington contends that the amendment prohibits tile carrying of liquor for beverage purposes by ships bound to Philippine ports and has ordered consular agents to refuse bills of health to ships carrying liquor. ilhe protest of the Governor, General \\ oods, against this action has brought the question forwa-rd for renewed consideration.
