IMPROVEMENT SHOWN. WASTEFUL GOVERNMENT POLICY. By Telegraph—Press Association. Teheran. Sept. 23. A Sun cable says that Dr. Killspangh, the American in charge of Per- ► sian finances, announces that the revenue position of the country is now most encouraging. At the same time he charges the Government departments with wilful obstruction to the work of reform- Persian officials refuse to assist, and persist in their illegal and wasteful methods. The effect of their attitude, says the doctor, has been to postpone for a year all hope of raising an international loan for economic developments. If the work of financial reform eventually proves a failure, the responsibility will ba with these departments*
