EMPEROR FOR RUSSIANS.
DESIRE OF RUSSIAN EXILES. By Telegraph—Press Assn.—Copyright Berlin, Sept. 21. The Grand Duke Cyril, cousin of the late Tzar, has proclaimed himself Emperor of All the Russians. He has no immediate intention of claiming the throne, but is acting on the advice of eminent Russian exiles, who say they must have a Tzar around whom all the Russians who love their country can rally.
