Ladies and Gentlemen.—As the selected Labour candidate for the vacant seat on the Borough Council I wish to place some of my views on Municipal matters before you. 1 am in favour of a comprehensive sanitary system for the whole of the borough. Owing to the rapid growth of our town this is a matter of vital importance. The present system was designed to serve a population of only half the present number and no allowance was made for expansion.

I am of th© opinion that the council Las rendered the town a dis-service by granting permits for the erection of tiers of concrete flats such as those in St. Aubyn Street. The town is not yet so congested as to warrant this style of building. The tramways are now paying well and I favour a reduction of fares beginning with workers’ concession tickets, also the granting of time off for meals to motormen and conductors. The municipal roll is out of date and ought to be revised before the next election. ' I would favour the careful administration of borough funds and the cutting out of all unnecessary expenditure.
