A group of British, Canadian and Dutch shipping companies, including the Canadian Pacific, Cunard, Anchor, Royal Mail Steam Packet and Holland-American lines, have concluded negotiations with the Soviet Government for the development of oversea passenger traffic to and from Russia. The agreement provides for the creation of a mixed company, -with headquarters at Moscow and branches throughout Russia. Paris, Dec. 23. The newspapers hint at the French Government’s willingness to enter into friendly relations with Russia. They suggest that the debts question be submitted to arbiration, provided it is made clear that Russia has no designs ou Poland or Roumania.
