RUSSIA COLLAPSING.
ACTIVITIES AT A STANDSTILL. Berlin, Nov. 20. Rudclienko, a member of the All Russian executive committee, who has returned from the recent All Russian Conference at Moscow, states that the Bolsheviks are becoming alarmed at the condition of the country. All the reports presented to the conference gave the impression that calamity was impending, with the complete collapse of agriculture early in 1923. All the raw materials are exhausted and the mining industry is almost at a standstill. Sweeping concessions, such as the immediate withdrawal of State, control of trade and industry and the restitution of private property are inevitable if the party leaders wish to save their power. Similarly Kamenev, president of the Moscow Soviet, desperately appealed for energetic measures to • prevent the collapse of industry and transport. He declared that, the stability of the Soviet had limits, and it was doubtful if it would weather the crisis unless it adopted strong action,
