THE EX-KAISER.
AN ALLEGED INTERVIEW GERMAN MONARCHY WILL RETURN. By Telegraph.—Press Assn.—Copyright. New York, July 3. A New York newspaper prints an interview with the ex , -Kaiser, secured by Baron von Radowitznei, who spent several days at Doorn. He quotes Wilhelm as declaring: “Monarchy will return to Germany after some years, but I shall not come back. Not only economically and industrially, but also politically Germany will some day be as great as before. Then we shab prove to the world that we were not responsible for the war, also that I was not responsible.” Wilhelm praised Herr Ebert, President of the German Republic, stating that he was a capable man and the right man for the place, granting that the place existed. While he respected Dr. Rathenau’s ability, he considered him a danger to Germany because he was a Jew. Wilhelm has developed strong hostility to the Jews. He is also bitterly opposed to the RussianGerman Rapallo Treaty. "Wilhelm said he did not want to see Austria united with Germany. Discussing the Oriental question, he said he believed the Young Turks would unite with the Egyptian Nationalists in forming the nheleus of a Moslem bloc. It would be a great pity if England gave up the protectorate over Egypt. England had done an enormous amount of good to the Egypti ians, who were quite unfit to admin- : ister their own country.
Wilhelm said he was convinced there would soon be a great uprising in India. Baron von Radowitznei declares that the Kaiser's crippled arm is worse.
