A draft agreement between the Irish Republican and Russian Governments was seized at Dublin and published in a White Paper. It shows that each agreed to promote world-wide recognition of each other’s sovereignty. It arranged for mutual trade with a percentage of munitions for use against the enemies of either. The Irish Office adds: “M’Carten, Sinn Fein M.P., who is in Russia, will act as diplomatic representative of the Irish Republic.”
