Brace, having been appointed chief Labor adviser to ilia Mines Department, lias resigned from the House of Commons and also from the Miners' Federation. Brussels, Nov. 12. An Ostend message states that all ships were beflagged in the liarlior and salutes were fired while representatives of the British Navy ceremoniously handed over to the Belgian Government the cruiser Vindictive, now a gaunt and bare hulk, beflagged from stem to stern. Budapest, Nov .12. Several hundred police and troops surrounded the Britannia Hotel at midnight and arrested 40 members of a notorious Hungarian association, after a conflict in which four were killed and 1!) wounded. They had been responsible for many murders and instigated anti-Semi-tic risings. Christiania, Nov. 11. Several thousand Berlin strikers, some armed, stormed the Zion metal works, drove away the proprietors and engineers, extinguished the furnaces, and took possession of the plant.
