By Telegraph—Press Assn.—Copyright. The Japanese Minister for War (M. Tanaka) has announced that the Japanese troops will be withdrawn from Nikolaevski this winter. M. Tanaka ex. plained that this does not mean permanent evacuation. Sufficient preparations have not been made for the winter, but it is expected arrangements will be made for the succeeding winter. The United States Government is returning between 100,000.000 and' 150,000,000 dollars wortE ' of enemy alien property to American women who before the war lost their citizenship through marriage with Germans and Austrians. These women have now regained their rights to the property through the regranting Of citizenship.
