Bj Telegraph.—Press Asm. l —Capnislit< Received Sept. 27, 7.55 p.m, Tokio, Sept. 20, Baron Saktani, following an interview with Viscount Uchidft {Minister of Foreign Affairs), reported that the American-Japanese negotiations were entering upon a serious stage. Both Governments were making the utmost efforts to arrive at an amicable settlement. The Marquis Okuma stated that the Government ought not to maintain secrecy respecting the negotiations with the United States. "We must appeal to the fair judgment of enlightened Americans, and, if necessary, to the nations of the world," he said.—Aus.-N.Z. Cable Assn.
